This shift from open-access grid connection to hard financial underwriting marks a critical transition in the AI cycle, where the limit on growth is no longer just silicon availability, but the willingness of commercial banks to backstop utility bills.

Historically, utilities built out high-voltage lines and substations on the assumption that industrial customers would remain active for decades, gradually paying off the capital expenditure through monthly electricity bills. The AI boom, characterized by hyper-scale data centers that consume hundreds of megawatts almost overnight, has shattered this paradigm. Utilities are highly regulated entities that cannot easily absorb losses if an AI startup or a specialized GPU cloud provider defaults on its commitments.
